Arizona's cheap goods and dear rents
The categories pull in opposite directions. Goods rank ninth-lowest of 51 and utilities sit 7.68% below the national level, yet other services, at 102.808, rank 42nd and the rent parity ranks 36th. For a household that rents, the housing line will matter more than the shopping basket: the two-bedroom gross-rent median is $1,541, rank 13, and renters spend 30.8% of income on gross rent.
The path to 2024 was uneven. The all-items parity was 99.203 in 2020, dropped to 96.6 in 2021 and then climbed back above the national level by 2023 (100.742). The net change since 2020 is 1.474 points, but the dip shows how quickly relative prices shifted in the early 2020s.
Arizona's state government depends on sales tax more than most. General sales supplied 50.7% of fiscal 2025 collections, or $1,772 per resident, while individual income tax supplied 20.6%. Total collections were $3,494 per resident, rank 39. Owners paid a median $1,879 a year in real estate taxes, rank 38, against a median home value of $394,500.
Purchasing power is the weak spot. Median household income is $79,964 (rank 21), but real per capita personal income, which adjusts for prices, is $52,890, rank 43 and roughly 10.7% below the U.S. figure.
Across the borders the contrasts are sharp. California's rent parity of 154.346 and two-bedroom median of $2,103 put it in another bracket; Nevada matches Arizona's $1,541 two-bedroom median exactly but has a higher rent parity (114.135). Nevada is also the closest neighbour on the headline measure (99.979); New Mexico is the low-cost one at 92.212 overall, with rents at 73.611, and Utah sits at 98.864. Virginia (101.104) is the nearest price level nationally.

Before you budget a move
For Arizona, obtain the cooling and utility terms of the actual property before substituting a rental benchmark into your budget. A lease can assign electricity to the tenant, while an ACS gross-rent estimate already incorporates qualifying tenant-paid utilities. Avoid adding the same expense twice.
Compare a Phoenix-area offer and a Tucson-area offer using the same household size, benefits and housing tenure. If the relocation also changes a purchase into a rental, the owner-value median and the rental median describe different populations; their difference is not a saving you can withdraw.
