Where Alabama's low prices actually sit
Rents carry the discount. Alabama's housing parity is the fourth-lowest of 51 jurisdictions, but its goods parity ranks 25th, squarely mid-table. A household whose spending runs mostly to groceries, vehicles and other goods will see far less of the state's advantage than one moving for cheaper rent. The two-bedroom gross-rent median of $960 ranks 47th, and owners without a mortgage report median monthly costs of $447, also 47th.
Incomes follow prices down. The median household income of $63,999 ranks 46th, and real per capita personal income, which already adjusts for Alabama's lower prices, is $52,216: rank 48, about 11.8% below the U.S. figure of $59,195. Lower prices therefore do not add up to more purchasing power for the average resident.
Property is where Alabama is most unusual. Its median real estate tax paid, $788 a year, is the lowest of all 51 jurisdictions, and property tax supplies only 3.7% of state collections. The state government instead leans on individual income tax (32.8%) and general sales tax (27.2%), collecting $3,403 per resident in fiscal 2025, rank 41. Local taxes are not part of that figure, so the state share understates what a resident pays at the register and to the county.
The neighbours frame the choice. Florida, across the southern line, has a housing parity of 122.107, almost double Alabama's, and a two-bedroom median of $1,664, or $704 more each month. Mississippi is the only bordering state with a lower overall price level (86.953), while Tennessee (91.870) and Georgia (96.293) sit between the two extremes. Nationally, North Dakota (88.959) is the closest price level.

Before you budget a move
Separate the purchase price from Alabama ownership costs. A low statewide home-value benchmark does not establish the assessment, exemption or insurance premium for your address. Compare the quoted annual real estate tax with the historical dollar median, and keep closing cash separate from recurring expense.
For a renter evaluating Birmingham against a smaller community, build two address budgets. Put the exact lease, tenant-paid utilities and travel to work in each column. Use the two-bedroom median to frame the search, then replace it when an actual lease is available.
